Internal plaster is a finish. External stucco is weather protection that happens to look like one, and treating the second like the first is why so much stucco cracks and blows.

How the work runs
Older solid-wall buildings are treated as breathable and finished with materials that let them stay that way. Sealing a lime-built wall behind cement is how damp gets trapped in a house that never had a damp problem.
